To-Do Sidebar (OneNote-style)
When I work in MLO with my multi-monitor setup (only at home) I always
have MLO on the small screen for reference to what I am supposed to do
next. The problem in my workflow comes when I'm on my laptop as I have
to switch windows all the time. If possible I would love to have a
simple sidebar of tasks of the kind that OneNote offers.
The main feature would be that it steals x pixels of screen area to
the right (as some messengers also do) in order to always show the
task list of your choosing.

The way I achieve this kind of thing is by using something like MaxTo (my preferred choice) and then also hiding the Task Properties Pane when I have MLO "docked" to one side of my screen or the other. I have MaxTo configured for a 2/3 & 1/3 setup (and then also a 1/3 & 2/3 alternate setup); between those window arrangements and the built in (for Windows 7) 50/50 arrangements I have a nice assortment of window sizes to work with. So for "docking" MLO I would just send it to either the right or left side at 1/3 size (with my main program then being at 2/3 size).

I'm confused. I use OneNote everyday, and I know of no "To-Do" bar or sidebar in OneNote. Did you mean to say "Outlook-style"? I would support this idea.
